Coping with Blackouts: Power Outages and Firm Choices

چکیده

Electricity is cited as one of the biggest impediments to firm growth in developing countries. In the World Bank Enterprise Survey (2006), 35.2% of Indian firms list electricity as the single biggest obstacle to business and report that power outages result in losses equivalent to 6.6% of annual sales. However, some businesses can adjust their means of production to cope with electricity shortages. The ability to re-optimize implies that electricity shortages may not necessarily decrease output because some firms will respond by changing their production processes and demand for inputs. In this paper, I study the consequences of interindustry heterogeneity in adaptation to electricity shortages on a firm’s output and profits. I use meteorological satellite data to construct an objective measure for the frequency of power outages. My results indicate that the impact of power outages varies by type of industry: an increase in the frequency of power outages lowers the output and profits of only some electricity-intensive industries.

Impact of Extreme Weather on Power System Blackouts and Forced Outages: New Challenges

This paper focuses on the impact of extreme weather on power system outages. Extreme weather condition impacts of interest are listed, including both direct and consequential events. Their impact on power system outages are discussed, concerning both blackouts and component failure. Prospects for estimating weather condition impacts on the frequency of blackouts and on equipment and system fail...

Examining Criticality of Blackouts in Power System Models with Cascading Events

As power system loading increases, larger blackouts due to cascading outages become more likely. We investigate a critical loading at which the average size of blackouts increases sharply to examine whether the probability distribution of blackout sizes shows the power tails observed in real blackout data. Three different models are used, including two simulations of cascading outages in electr...

Inter-area frequency control reserve assessment regarding dynamics of cascading outages and blackouts

The study of the dynamics taking place during power system blackouts is a subject that receives continuous attention in view of its inherent complexity and relevant consequences. Within this context, the paper aims at studying the role of the frequency control reserves (FCRs) on the cascading outages and the relevant short-term dynamics associated with the blackout mechanisms. The relationship ...

First year progress report: Complex systems approach to cascading failures

A model has been developed to study the global complex dynamics of a series of blackouts in power transmission systems [1, 2]. This model has included a simple level of self-organization by incorporating the growth of power demand and the engineering response to system failures. Two types of blackouts have been identified with different dynamical properties. One type of blackout involves loss o...

Complex dynamics of blackouts in power transmission systems.

In order to study the complex global dynamics of a series of blackouts in power transmission systems a dynamical model of such a system has been developed. This model includes a simple representation of the dynamical evolution by incorporating the growth of power demand, the engineering response to system failures, and the upgrade of generator capacity. Two types of blackouts have been identifi...
